The EICR regulations for landlords for properties in Wales have changed
Mandatory five-yearly EICR checks are law from 1 December 2022.

EICR tests in Wales – what is changing?
Before 2022, there were no regulations regarding rental properties in Wales.
In January 2022, the Welsh Government announced the introduction of EICR tests, alongside other changes in the Renting Homes (Wales) Act.
From 1 December 2022, landlords need an EICR certificate (or landlord electrical safety certificate) in place for each property in Wales they own. These changes affect both private and social landlords.
These changes were originally meant to be introduced in July 2022, but the legislation was delayed.
The changes to EICR regulations will bring Wales in line with Scotland and England, which already have mandatory five-year EICR checks in place.
What is an EICR test?
An EICR test (also called a landlord electrical safety certificate or fixed wire test) checks the electrical installation in a property.
This ensures light fittings, sockets, wiring, and fuse boxes are all safe and are not fire hazards.
EICR tests in Wales will be optional before 1 December 2022. After this date, they need will need to be done by law.

What is a PIT?
The Welsh Government website refers to ‘periodic inspection and testing’, or PIT.
This is just another name for an EICR test.
How often do EICR checks need to take place in Wales?
Every five years. This is the same frequency as England and Scotland.
Although it’s not legally required, it is recommended that landlords get a new EICR when there is a change in tenancy. This makes sure no issues are there when the new tenant moves in.
How often should I get an EICR?
Can anyone carry out an EICR test?
EICR tests in Wales need to be carried out by a qualified person, such as an electrical engineer.
Tests must be carried out in line with BS 7671 – Requirements for Electrical Installations (IET Wiring Regulations).
What will happen after the EICR test?
Once the EICR test is completed, you will be provided with a report. This report will identify any issues found that will need to be fixed.
You must provide this to the tenant within seven days of the inspection date. If a new tenant moves in, you must provide them with the report within seven days of them occupying the property.
If remedial work is needed to make the property safe, you must inform the tenant that the work has been done within seven days.
Are the rules in Wales the same as the UK regarding electrical wiring and plugs?
Both Wales and England follow the BS 7671 wiring regulations, so the rules are the same.
Do I need an EICR certificate for a commercial property in Wales?
Unlike rental properties, an EICR for a commercial building like a school, factory, office, or store, is not a legal requirement.
However, it is one of the most efficient ways to ensure that your commercial property’s electrical installation is safe.

Can I get a grant to wire my rented property in Wales?
The Welsh Government currently offers interest-free loans for landlords to renovate empty properties. This loan can be used to rewire a property to help make it safe.
You need to claim this loan through your local council.
